They try to forecast it. I'm probably more disappointed than most, having had only 6mm since the end of June and suffering the chores of watering rather a lot of plants every night. In the event I only got another couple of millimetres today. BUT the forecast I saw clearly said that the rain was difficult to predict and would come in along the M4 corridor which it more or less did and SOME places would get some heavy downpours which they did.
