January 1987 was far more severe in the Medway area, where I was living at
the time. The largest urban area in the Southeast outside of London was
completely cut off by the huge amounts of snow. 1991 was memorable as I got
the car stuck in snow in Chatham town centre, but just does not compete with
1987.

A veneer? Yep. The North-East Surrey Slush Polishers were out in
force.
My own weather diary mentions "a snow cover (just about) but soon gone"
for the
following morning. It was all that rubbing.
