Quite a bit of solar radiation gets through the clouds. To get
accumulation
you
need intensity and duration. These 15 minute showers are just not
enough.

A shame!
I think part of the problem is that the winter up to now has been so mild
that the soil temperature is warmer than it would otherwise be. Thus as soon
as the snow tries to settle it gets thawed by heat diffusing from the
subsurface. When I was at work today there was about an inch of lying snow
on the ground and this was thawing even though snow was falling regularly
and it was cloudy.
