Phil, I don't want to appear rude, as I don't know who puts those figures
together. However, they are plainly not accurate, or complete. Who does
compile them and is there a way of contributing to them in order to get a
better picture?

The map is generated from the data contained in Main hours SYNOP report
SMUK01 transmitted around the world from Exeter. It only containe the
regular stations that are contained in that report. There are many other
stations in different reports, that are not (normally) available on the
internet - and even if I get them I edit out the ones that are within WMO
Resolution 40

"Information on the data distribution limits
imposed by WMO Resolution 40 can be found
at http://www.nws.noaa.gov/tg/addata.html"

I will take out phrases such as 'leads with' as clearly that may not be the
case.

I dont believe there is a way of contributing to those reports, although the
Met Office of course are interested in snow depth readings as indicated by a
post a couple of days ago.
