I suppose nothing ever changes, these idiots always play silly and dangerous
games at the expence of the taxpayer and charity giver.
I don't think they were *in* the sea, merely walking along the front.
Neither do I know if conditions were bad enough to make the
average person stay away or whether it was only a little rough
and it was a genuine 'freak' wave and they were simply unlucky.
You could of course close of the promenade at the slightest hint
of bad weather, but then you will get the inevitable accusations
of the 'nanny state' taking over.
