No.

The opposite. It means the ice caps have expanded.

I don't think it means that at all. I tend to agree with Martin's
view, expressed in the post above yours, and I hope he doesn't mind if
I quote from it:

"I don't think it necessarily means anything except that this winter's
circulation patterns (surface winds) have tended to concentrate sea ice in
this area."


There may be more to it of course but I'm sure the Winter circulation
pattern has at least played a part in it.
