I'm amazed at that report. On Sunday here (central southern England) it
was sunny, but decidedly cold, no more than 15c I would say.

Much of Britain failed to pass 21 until early-July in 1972.

Was that early summer as awful as it sounds, or did it just have a lot
of pleasant, dry, but not particularly warm anticyclonic northerlies?
