Who is going to monitor the monitors? And what appeal system will there
be?

Since there will be money involved, can we be assured that the experts
appointed to oversight will be unbiased?

If so how?

(Actually I am looking foreward to seeing how they would rate mine.
(Which has got more loop-holes than an English holliday home on the
Welsh coast.))
