I don't know exactly what linkras.exe does but it's not
AFAIK a part
of the current (v5.5) Weatherlink installation set, though it was
included with the now defunct WL ToolBox installation so maybe that's
what you're using?
But modern WL versions offer full Internet upload as an integral
feature and high CPU use never seems to figure as an issue. Email me
if you're interested in an update to the v5.5 series (this version is
compatible with WMII stations). It's a lot less clunky than using
WLTB!
[ In general there were various problems with WLTB. I've never
specifically come across the high CPU issue and so I'm afraid that I
can't help on resolving that, but it's debatable how much time and
effort it's worth spending on that when there's a much better solution
available in the form of a newer WL version.]
