The "stuff" is molasses, in theory is stops the salt washing away
quite so quickly so you don't need to treat with as much or as often.
Only a few places are using rock salt with added molasses.

I don't follow that. If it's slippy for one set of rubber on tarmac
why isn't it slippy for all rubber on tarmac? Of course a lot of bike
tyres are not designed for use on snow or ice, indeed some only pay
half an eye to dealing with damp let alone wet...
