I heard Dan Corbett, who should know better, use almost the identical
phrase on a Radio 4 forecast a week or two ago when referring to the
cold snap between Christmas and New Year. But I believe that most
Meteorologists nowadays tend to have an academic background in physics
rather than in geography, so maybe he doesn't know where Siberia is.
Any air from the East is Siberian apparently. So Siberia must be in the
North Sea somewhere.
