It means frost with a wind, nothing more.

Waking in the wee hours, I watched the forecast on News 24.... apparently
the weather will be flirting with the south-west.

With all the talk of 'penetrating' & 'flirting' I wonder what sort of course
the presenters have been on recently ;-)
