With the substantial rainfall, cold nights, and mild days, I'd agree
that the potential for a great foliage season exists, but so far it's
been slow in developing. As of now I'd say we're at about 50% of peak
here in central NH. We spent several hours on Squam Lake yesterday (~600
ft elevation), and the foliage was on par with what we've seen in
mid/late September.
Today we drove up to Stinson Lake; some of the foliage at the highest
elevations (~1800-2000 ft) on the Stinson Road was past prime, and much
of the remaining foliage in the surrounding area was somewhat muted.
