situation gets absolutely unbearable. They are
_never anywhere on earth_ kept always with carrying
capacities five years ahead of the demand, as would
be appropriate to make commuting pain-free and
robust in the face of accidents.

It is simply not too much to ask that people stay
away until the place gets put back together.
