I can't correlate that pic with the Finnish chart at
http://www.fimr.fi/en/itamerinyt/jaatilanne.html nor with the one
produced by the Swedish Hydrological Institute. They both show the
Baltic (including the Gulf of Bothnia) entirely frozen down to the
latitude of Stockholm.

If you click on the pdf (on the link you gave) the ice in the southern
baltic is not
100% cover (7-8/10) so perhaps that would explain the satellite picture ?
