Yes, people in the south should stop moaning and just have to accept
that they will have to pay more if the want to secure supplies of this
valuable resource.

Which has been falling continuously for the past 8 days :-)
The south seems to have a climate of long wet spells and long dry
spells alternating, the former happening usually in the winter months,
the latter in summer (and particularly late summer). There ought to be
some way of gathering the water in the wet spells so it can be used in
the dry spells.
