The water shortage

Wasn't there a plan years ago for a water grid using existing rivers,
canals and other watercourses some years back?? That would be a less
expensive means of getting water from the north to the drought ridden
globally warmed SouthEastern UK scorched earth. Trouble is the water
companies aren't ours any more....
Aye there was. In the dim and distant aeons of time, when Keilder Water was
in the process of being made, I was one of a group of students being shown
around. We were told how Keilder Water, Tyne & Tees were to be connected
with tunnels to provide a regional water grid, with a view to this being
part of a national water grid over time.
