looks like it could be in Iran near the Caspian Sea. The ob appears in
the Iranian group of obs and the ob is similar to Gorgan (40738). My
positioning may be out but the country is probably correct.

Yes John, that also fits in with the 'odd' times that the climate data
is reported for Iran. I couldn't find it in the wmo flatfile(s), hence I
asked the question. I beleive that the 99*** series are fixed bouys
eg 8 FIXED SHIP STATIONS / STATIONS SUR NAVIRES A POSITION FIXE FIXED
SHIP STATIONS 8010 10087 99020 0 AMI (RESEARCH VESSEL) 71 30N 19 00E
The temperatures and sunshine don't fit with 40738 looking through the
last 24 hours worth of code.
However, we're homing in.
