It seems to be a WMO number for Environ Buoy in the GOM. It seems to
be reporting via ship obs on ID 42015

..... well, its to be hoped the CIA aren't monitoring this ng, as they
are paranoid enough about Iran - if they knew that Tehran had a buoy
drifting about at that location they would go ballistic - literally!

Looking at the various 'weather' groups, I'd go for a platform/rig in
the southern Caspian that they haven't been given a WMO number for, OR,
that they don't want to be known.
