A visit to the Iranian met service's excellent website, Allahu Akbar,
provides some fascinating reading. Special Caspian Sea networks
have been developed over the last 10-15 years for a variety of projects:

and station 99272 may well be one of these.

A further Google search on "irimet.net" and "99272" shows up what
appear to be climatological tables, which show that 99272 is 36.7m
above sea-level, and the ICAO code is GIRR. However ICAO
don't list GIRR, so maybe it is a local code for a secondary or
tertiary network. Further Googling may get your there!
