Of course a government could organise something that would alter the weather
temporarily; but the chance of "unintended consequences" would inhibit any
SANE organisation.

Changing the climate of an area is not so hard - just divert a couple of big
rivers and dry-up an inland sea (Aral, Caspian, Dead). Again the effects
might not be entirely what you wanted!


Or burn vast tracts of forest for soya bean farms, log the timber in a
clear felling spree and on or two other overly intensive single species
farming methods such as wheat growing on the prairies of Canada and the
US.

It's not just the commies that misbehaved. Now we in Britain are
irresponsible for the desolation of seas all around Britain. And when
it's too late, we will get some idea about why it wasn't a good idea.
