I think you might have meant late 70s rather than late 80s, considering the
book was published in 1982, though the cooling stopped at the end of the
60s. The post-war cooling was not denied by the Independent. Explanations
vary but part of it may be attributed to a decline in solar activity.
However, there has been no increase in solar activity to account for the
recent rapid rise in global temperature.

I didn't think the graph and argument in the Indy regarding solar activity
was very clear and suggest the following paper might clear things up.
