Quite a few houses (mainly student ones around here) put extra bags out
or pile so much in the bin that the lid can't be closed. The council
helpfully stick stickers on saying they can't collect bags left beside bins.

The bags then get left out on the street for a fortnight until the next
collection.

The council have started prosecuting people for leaving their rubbish
out on the wrong day or for leaving too much or the wrong stuff, etc.
