When I read first this book in 1964 (though probably not the same edition) I
thought it said that April was the first month when the UK could expect to
be affected by storms moving north from France.
I came to a similar conclusion based on observation, but I had it placed as
first week of May.

Just checked the number of thunderstorms (all thunderstorms, not just
ones moving north from France/Biscay) I've recorded since 1992.
March & April are the least thundery months, with just 3 thunderstorms
each in yhe last 15 years.
August is the most thundery month with 20 thunderstorms in the same
period.
