No one seems to have mentioned the obvious idea of constructing
buildings on "stilts".

The doctors' surgery in Bewdley, which is near the river, is constructed in
this precise way. In 2000 flood waters engulfed the area, but the building
was not damaged. Now the flood defences are in operation, the stilts are
unnecessary, but they certainly did their job in 2000!
