Red Kites are now spreading out quite a long way from their initial release
area in the Chilterns and are, as an example, seen all around Hertfordshire.
I have seen one near the Sussex coast at Shoreham quite recently so I am not
surprised at your sighting in Surrey.
I believe a pair which recently nested in sout Wiltshire originated from
the indigenous population in Wales. I guess maybe the re-introductions
were premature - though I guess it helps to expand the gene pool. The
Welsh population is pretty healthy, we see them on a daily basis above
our house.
