This was asked on the NG a couple of weeks ago and Martin Rowley had an
answer. I take the liberty of repeating it below.

ATD system at Exeter (and allied outstations), the old-style SFLOC bulletins
are no longer generated and therefore sites which rely on these bulletins
have lost their access to such data. Whether there are plans to replace said
bulletins I don't know, but I understand that when EGRR asked various
'official' users of the bulletins whether they wanted them to continue, the
response was indifferent ;-( "
