.... I haven't got anymore information apart from that I posted above;
as I understand things, the bulletins that used to appear under the
header "SFUK31 EGRR", in WMO code FM-82, are no longer generated as
there appeared to be little demand for them, at least in that format.
I believe that Exeter generate bulletins under different headers and
presumably in different formats (?BUFR and/or csv?) for NWSs because
these data are very valuable, but it presumably wasn't thought
necessary to continue with the code form above.

I can only advise that you try and make contact with Exeter Met Office
direct and see if they can provide you with an alternative; you are
not alone in asking - I believe others in Europe have been caught out
by this change, so the more requests made the better it would be.
