I hesitate to raise your hackles once more but are these places
anywhere near the Arctic? They sound like places in the USA.

I suppose they could be Alaskan?

Counties and both states are listed but I will humor you, for west central
and northwestern Minnesota, and, for a small part of northeasern North
Dakota. It's where the artctic air usually first arrives in the US, when it
does poke down (although it's been less and less often lately.) These are
extremes, it won't get THIS cold in Chicago or St. Louis but it will still
be very cold by their standards, sub-zero F.
