Default When does mildness become more pleasant?

OK everyone has different opinions on this, but IMO there does reach a
point as we approach spring where the perception of mildness changes
from damp and dismal (as now) to pleasant and spring like. I think to
achieve this, the day needs to be of a certain length (let's say,
light till about 5.30pm) and the humidity needs to be low, the winds
light, and the sun higher up in the sky.This seems to occur in
southern England about mid Feb. The forecasts seem to be pointing to a
sustained period of slightly-colder, more settled wather from the end
of this week to the end of the month, so I guess we only have to put
up with two more weeks of "miserable" mildness after that (if any...)
