I purchased an Instromet sunshine recorder a couple of years ago, and immediately noticed that the counter was incrementing at 39 second intervals rather than 36 (1/100th of an hour). This added approx. 8% to the sunshine total. I sent the recorder back to Instromet who recalibrated it, and it now records at exactly 36 second intervals has no blind spots as some people have suggested, and I believe it to be an excellent and very accurate recorder.
