That appears to be a claim that temperatures have fallen by 3 degrees
over the last 10 years. That would be ridiculously incorrect. So I
presume that something else is meant, but I'm baffled as to what. The
average of post-1998 record is, estimated by eye, about 0.1 degrees
below the 1998 figure.
The fall between 1998 and 2007 is about 0.15 degrees. If you select 1995
or 2000 as your starting point instead, there is a rise of over 0.15
degrees. (Interannual variation in temperatures is of comparable
magnitude.)
