The is Perl module for this, which I assume is OS independent.

I've used weather software on a Mac. It's called GPSNavX and there's a
free trial. It's primarily a navigation tool but it will decode GRIBs
and overlay on a chart. Tried and tested on my Atlantic crossing.
There's also a good forum on their website.
