ESTELLE become a Tropical Depression on 23 AUG 24 @ 03:00Z, and receive this
name at this time... At this time, winds values are 30kts, gusts at 40kts.

But Estelle remain at this level and never become other thing that a
Tropical Depression.

Come to that, ep0904 is *predicted* to get to "tropical storm" status
by 25/06Z.

EP0904 stay with low winds speeds in the current forecast (35 kts/gusts at
45kts, refer to WTPN33 PHNC 241000)
