I don't have figures for South Farnborough between 1994 and 2000,
but
the only January during that period which may have run it close was
early-Jan 1997 (when other sites in the district reached -10°C,
and -15°C
was passed locally in the Midlands).

.... I'm not sure how reliable / accurate this site is ...

http://www.tutiempo.net/en/Climate/F...1997/37680.htm

but the value for the minimum (?06Z SYNOP) is -9.2°C; if it *is* the
SYNOP value, then the temperature could have fallen a little further
before 09Z. These data are from 03768, the SAWS replacement for 03766
(South Farnborough).
