I believe that above approx. 70 mph the wind chill actually reduces as
friction from the moving air begins to out-weigh the wind chill effect.

The aerodynamic heating at 70 mph is less than half a degree
so is negligible. On the other hand the increase in windchill with
speed at that sort of speed must be very small or zero, depending on
which formula you use, so your proposition may well be true.
