Default METAR / SYNOP quiz question

Answer me this !!

A snippet from a METAR from LBFM in France last Monday:

METAR LFBO 241200Z 29039G56KT

So, gusting 56 knots, which I assume to be strongest gust in the last
10 mins.

The 1200 SYNOP from the same location: AAXX 24124 07630 01464 82938
10080 20036 39725 49912 53056 60031 76162 878// 333 60017 81810 83626
87650 91060 90710 91164 93100 555 69945

91164 and 91060 are what I'm interested to compare with the METAR
output:

So, 64 knot gust in the last hour and a 60 knot gust in the last 10
minutes, if I've got it read right. So, if it's in the last 10
minutes, why doesn't it match up to the METAR gust of 56 knots?

Answers on a postcard please ! I have an idea, but I'd like to see
what anyone else thinks.

The Heathrow SYNOPs and METARS are produced from 2 separate systems. They
have different results.
Is this what has happened here?
