We weren't such wimps when I was an airline pilot. Unless
circumstances were exceptional (eg runway closed by snow) it was, at
least in my airline, the captain's decision whether or not conditions
were within limits. I would have thought that tonight's forecasts
suggest within limits for many operators.

Perhaps they are concerned about debris, objects, blowing around on
the ground. But it sounds an unusual decision.
