The cluster of sferics over NE France is expected to cross the SE later.

The Heathrow TAF, for example, currently has a PROB40 of +SHRA from
2100Z

EGLL 141659Z 1418/1524 08006KT 9999 SCT030 PROB40 TEMPO
1418/1506 SHRA BECMG 1418/1422 7000 PROB30 TEMPO 1421/1501
4000
+SHRA BECMG 1500/1503 BKN007 PROB40 1500/1508 3000 BR BKN004
BECMG 1508/1511 FEW020 PROB30 1511/1520 9999=

What does that mean?

I can't decode the whole thing, but "a PROB40 of +SHRA from 2100Z" means
a 40% probability of heavy (+) showers (SH) of rain (RA) from 10pm BST
(Z = "Zulu" time, which is the same as GMT).
