Default Hot to cold air

With all of the above in mind I wonder how rare a phenomenon this is -
ie cool air moving north to south in summer?

Taken globally, it's equally as rare/common as warm air moving from south to
north. It follows a similar rule to "what goes up must come down". ;-)

In NW Europe, cold outbreaks can be a feature of early June following a warm
spell. This is known as the European Monsoon.
