Default Penzance - Blustery night.

The warning was issued at 08:00 - shouldn't it be issue before rather
than after the event?

Flooding in this part of Cornwall, a combination of high tide and drains
blocked by fallen leaves. Whatever caused it, the result was chaos on the
local roads as many drivers tried to find an alternative route.
