Strictly by day length that is what I meant. Yes it is probably a little
bit late doing it at the end of October.

However, with climate lagging behind day length by quite a margin you
still have people doing late summer activities well through September
and into October, so warmer weather outdoor pursuits still continue. Yes
they could start earlier, but seems to be the way most folk like it so
fine by me.

Changing the clocks in February to summer time would, weather wise, be a
nonsense. It is still a winter month whereas October is an autumn month.

So the existing system is a compromise, and is fine the way it is.
