Changing the clocks in February to summer time would, weather wise, be a
nonsense. It is still a winter month whereas October is an autumn month.
Putting clocks forward in mid February wouldn't affect anybody's
weather-related leisure activities, and would make the winter feel much
shorter. In accident prevention terms it would have the same benefits as
waiting to put them back until the end of October. As this is the "official"
reason we're given for messing with the clocks at all, what is the reason
for delaying the put-forward date until the end of March?
