Default -0.5°C in Newton Abbot But Raining, Why No Snow?

Surface temperature doesn't really matter - if the upper air is too
warm for snow, you'll get rain. Looks to be about -3C at 850mb over
Devon at the moment: http://www.wzkarten.de/pics/Rmgfs062.gif. Watch
out for freezing rain - a lot of it about in the south this morning
(caused havoc on the trains).
