There was one, 1064 or 1065mbar from memory, over northwest
Russia at the beginning of January 2008. Stephen Burt wrote it up
for 'Weather'. He'll be along in a moment, no doubt, to elaborate!

Yes, indeed. 3 Jan 2008 at 0900z 1063.5 mbar at Kargopol, 22845 (61
30′ N, 38 56′E, 121 m). This was the first '1060' in teh area covered
by UKMO ASXX chart since Jan 1972, when a closed 1064 mbar isobar lay
in north-west Russia centred near 58 N, 44 E at 1200 UTC on 31
January. Written up in Weather, June 2008.
