Default Snow in East Kent

Anyone locally (or MetO) know why Kent now has a "Flash warning"
whereas Medway, which is surrounded by Kent on 3 sides, only has an
"Advisory"? There doesn't seem to be any reason why this should be so,
to me, when areas on the estuary on either side of Medway have a
different level of warning.

I think it's because the Flash Warning rally applies only to east Kent,
but the warning system doesn't have any provision for splitting the map
down any smaller than local authority areas.
