Iceland,Básar 24°C,Hjardarland,23°c,Kirkjubæjarklaustur,22°C

Reykjavik 13°c,foggy.

This is caused by an easterly Föhn wind.


No, temperatures like that are common in Iceland, especially when the
wind is from the south-west.
