The locally well-known hot spot in Brazil - Teresina - is currently
getting those Moscow-like temperatures in its "winter" - highs up to
36C+ in the forecast, July average being 33.2C. Salvador temps are
normal at 25-26C. Brasilia highs predicted for next 5 days 27-28C,
above the average of 25C. Rio highs next 5 days in the range 24-27C,
at or above average. I recall that in July 2007 there was a lot of
publicity re colder temps in Argentina and Chile - and none about the
warm anomalies further north, where I was staying.
