You know full well that predicting detail like exactly when/where/how much
it will rain in a few hours time is completely and utterly different from
predicting long-term general trends over several decades.

Actually; no he doesn't, Col. To Lawrence, there is no distinction. He
believes that the MetO is utterly crap at everything it does and it is
a part of some kind of bigger left-wing conspiracy. He knows that,
because the "Daily Telegraph" and the "Daily Mail" tell him that's the
case.
