Isn't this bound to happen though if you rely only on self-certification as
to exposure for QC? (Not that the categorisation has been very well thought
through, I'd suggest, for amateur stations - it's over-rigorous in certain
respects, while not mentioning other important limitations.)

What's needed is proper (but automatic of course) QC of the values
submitted, much in the way that CWOP does for the US - this should be the
basis of the star rating. I did make this suggestion to the 'consultants'
during the planning phase for WOW, but it obviously hasn't made it into the
current beta. Maybe (hopefully) it will follow in due course.
